Mr. Joseph Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.
Mr. Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.
Prior to joining the Government, Mr. Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr. Chan was also a member of the Central & Western District Council.
Mr. Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.
Ms. Ginni Wong is currently the Director (Supervision) of Supervision Division at the Mandatory Provident Fund Schemes Authority (MPFA). In this role, she holds various responsibilities related to the supervision of MPF trustees, MPF intermediaries, industry training and education, and the registration and supervision of ORSO schemes.
With over 30 years of experience, Ms. Wong has extensive experience in the financial industry and has a strong background in the supervision of financial intermediaries and financial audits. Prior to joining the MPFA in 2018, she worked as an Associate Director in the Intermediaries Supervision Division of the Hong Kong Securities and Futures Commission. During her tenure there, she focused on prudential and conduct supervision of different types of financial intermediaries such as securities and futures brokers, financial advisors, and global investment banks in Hong Kong.
Ms. Wong's expertise extends beyond supervision as she also possesses regulatory compliance experience, she had worked in the compliance function of a European bank as well as HKEx.
Dr. Emil Chan is a fintech evangelist and digital futurist driving cross-border finance and digital transformation across Asia. He serves as Chairman of the Association of Cloud and Mobile Computing Professionals and Co-Chairman of the Fintech Committee of the Smart City Consortium.
With over 20 years of IT management and executive experience in multinational banks across the Asia-Pacific region, Emil previously served as First Vice President and Head of IT, Asia Pacific at BayernLB, and held senior roles at institutions including Credit Suisse. He advises corporations and mentors startups, fostering innovation and new business models.
Dr. Chan is also an active educator and fintech columnist, having taught at leading universities including The University of Hong Kong, The Hong Kong Polytechnic University, and City University of Hong Kong. He is the author of The New Fintech Revelation series and continues to promote cross-sector collaboration and digital ecosystem development in Hong Kong and the Greater Bay Area.
Mr. Edwin Cheung is a distinguished leader in the financial services industry, currently serving as the Chairman of the Board of Directors at the Institute of Financial Planners of Hong Kong (IFPHK). Mr. Steve Chiu has over 30 years of wealth and asset management experience, and has been a CFP® certificant since 2001. He is currently Executive Director at Airwallex Capital Hong Kong Limited. Prior to his current role, Steve held various senior management roles at Principal, PIMCO, Manulife, Bosera, AIA, Invesco and HSBC. He also holds an MBA from the Hong Kong University of Science and Technology.
Dr. Kathy Chow is a business-oriented medical doctor, offering ten-year background in local as well as international medical insurance companies. In addition to well-versed in all elements of organizational development, case management and interdepartmental collaboration, Dr. Chow focuses on developing robust clinical solution to produce exceptional results, and successfully building strong relationships with clients, staff and local healthcare partners.
Dr. Chow holds a medical degree from the Chinese University of Hong Kong and she is a family physician by training. She is a Fellow of the Royal Australian College of General Practitioners and the Hong Kong College of Family Physician. In 2016, Dr. Chow joined Prudential Hong Kong Limited and embarked her journey in insurance medicine. Her key roles at that time included management of medical panel, providing medical advice to various functions e.g. underwriting / claims, insurance product development, as well as overseeing the operation of the two health assessment centres of PHKL.
From 2021, Dr. Chow has held the position of Head of Clinical Operations in Bupa Global, overseeing the APAC region. Together with her team of clinicians based in Hong Kong, Singapore and Beijing, they contribute to all parts of the business, with a specific operational focus on supporting pre-authorization decisions for complex cases and maintaining the interoperability of the Global Operating Model.

Mr. Cliff Ip is the Partner of Wings Capital and is responsible for handling family office investments, as well as the Managing Director, CEO and Co-Founder of Wings Securities Limited and is responsible for the overall management and leading deal origination, supervision and execution for clients in Hong Kong, mainland China and globally.
Mr. Ip has over 20 years of experience in investment banking, family office and auditing. He has held senior management positions at leading international investment banks and has accumulated profound experiences across HK IPOs, pre-IPOs, cross-border M&As, share placements, convertible bonds and bond issuances.
Mr. Ip is a Fellow member of CFA Australia. He was the Divisional President – Greater China of CPA Australia in 2024. He is also currently the Chair of the Financial Services Committee, Greater China, of CPA Australia.
Dr. Amen Lee serves as the President of the Legacy Academy. Mr. Paul Pong is the Managing Director of Pegasus Fund Managers Limited. He has been working in the fund management industry for over 30 years. He is also Chairman of Institute of Financial Technologists of Asia Ltd, Founder of Institute of ESG & Benchmark, Member of HK Academy of Finance, Vice Chairman & Broad Member of The HK Institute of Financial Analysts and Professional Commentators, Chairman of Leading Organizer of Hong Kong ICT Awards - 2024 & 2025 (FinTech Award), Advisory of CityU Academy of Innovation and Judge of CityU HK Tech 300 and Advisory Committee Member - Master of Science in Finance (FinTech and Financial Analytics) of Hong Kong Baptist University.
Mr. Timothy Shen is currently Chairman of Safari Asia Limited and the Chief Investment Officer of several private equity funds. Safari Asia’s business covers securities, asset management, investment and financing, and the company is actively involved in new economy sectors including Aerospace, Green Energy SAF/ ESG, Sports Tech/Esports, Blockchain SaaS, Quantum+AI.
Mr. Shen has over 20 years of extensive experience in accounting, corporate finance, investment, mergers and acquisitions, and corporate restructuring advisory. He has held senior management positions at Merrill Lynch, Coopers & Lybrand, China Merchants Holdings International, Huayi Tencent Entertainment and Kong Shum Union Property Management.
Mr. Shen holds an MBA and an LLM (Master of Law) degree, and is a Certified Public Accountant in both the United States and Hong Kong. He actively participates in various professional and public bodies, including the American Institute of Certified Public Accountants, the Hong Kong Institute of Certified Public Accountants, HKTDC advisory committees, HKU SPACE, the Board of Review, the Hong Kong Housing Authority Appeal Panel and the Disciplinary Panel of the Hong Kong Institute of Certified Public Accountants. He was appointed as a member of the Middle East Advisory Group of the HKSAR Financial Services Development Council in 2024 and subsequently as a member of its Market Development Committee in 2025.
Mr. Shen is also the Founding Chairman of the Yesports Master Club, a member of the Changchun CPPCC and a member of the HKCPPCC Provincial Members Association, where he serves as Vice Chairman of the Sports Committee.
Dr. Paris Yeung is currently the Chief Executive Officer of the Institute of Financial Planners of Hong Kong, with over 40 years of extensive management experience in the banking and financial industry, and in-depth knowledge of the financial markets and regulatory environment in both Hong Kong and Macau.
He previously served as Executive Director and Chief Executive Officer of Banco Delta Asia in Macao, and has held senior management positions at Hang Seng Bank, Dah Sing Bank, CMB Wing Lung Bank and Chekiang First Bank. In addition, he was formerly General Manager of The Hong Kong Institute of Bankers and Principal Consultant of the Hong Kong Productivity Council.
Dr. Yeung holds a Doctor of Business Administration (DBA) from The Hong Kong Polytechnic University, as well as a Master of Business Administration (MBA), a Master’s degree in Banking, and a Bachelor’s degree in Accountancy from City University of Hong Kong. His professional qualifications include Certified Banker of The Hong Kong Institute of Bankers (HKIB), Fellow of the Hong Kong Institute of Certified Public Accountants (HKICPA), Fellow of the Association of Chartered Certified Accountants (ACCA), and Fellow of the Hong Kong Securities and Investment Institute (HKSI).
As the General Manager, Ms. Victoria Yow leads corporate health strategy at Pacific Prime Hong Kong and brings a decade of experience in the employee benefits space. She works closely with HR leaders to enhance staff well-being through flexible, sustainable health plans.
